Wikipedia says the first analogue cellular system widely deployed in North America was commercially introduced in the Americas in 1983, not 1984, so your facts are wrong, but your point may still be valid.
There were earlier mobile phone technologies, but it is not likely that a 15-year-old would have had one.
My guess is that she used a regular phone or a payphone, and doesn't remember the details precisely.
Maxwell Smart lived and worked in the greater DC area, maybe she borrowed his shoe, it debuted in the mid 60's.
