Why won't Texas DMV let me get a Texas license because of my DUI in California?

Ok so here s the dilemma- in 2012 I got a DUI. I was 22. I finished all the necessary procedures- I paid my fines. I finished the 9 month class. When I received my license back I put an RS22 on my insurance no problem. Then got the DUI expunged after finishing my probation without getting in trouble. Then and now In 2015 I've moved to Texas. When I sold my car in California I canceled my insurance and was only in California with no car or no insurance for two days. Then I moved to Texas and bought a new car a 2015 Ford Fusion and put full coverage on it. But Texas laws are hat dui s only need an RS22 two years after the DUI. It's been 4 years plus j have it expunged even tho I know it doesn't matter through the DMV. Now the DMV in Texas tells me that I'm not eligible for a Texas drivers license. Any idea why? Do I still need an RS22 and why? I've completed everything and even got it expunged. And I need a Texas drivers license.

The facts as you set them out show no basis for denying a Texas license, so either you have left something out, or the Texas DMV has some incorrect information. Either way, nobody here can answer this question.
