Did you fill the filter with fuel before you installed it? And I take it you mean the fuel pump not the injection pump which would need to be timed to the crankshaft to work? Sometimes there's a manual lift pump either on the fuel line or on the body of the fuel filter housing which can drag fuel up from the tank to save the pump, but otherwise you just have to keep cranking until the fuel comes through. You could add a lift pump which you should be able to get from a motor factors which will make things easier if you ever run out of fuel!
