What makes 30 amp power seat fuse blow on 2002 ford explorer?

Same thing that makes any other fuse blow. Too much current draw.

A short, or excessive resistance.

The same thing that makes all fuses blow.

A short circuit

Maybe something caught in the tracks or the switch could be stuck on.

I'd wager it's the heater wires in the seat to warm your but. If all the electric seat controls work until you turn on the seat heater that's it. I've seen vehicles that have the seat back heater wires shoet out against the lumbar support mechanism so try changing the position of the lumbar support to see if the fuse stops blowing and you may get buy for a while.
