Take it into an auto body shop
Tie a nice long rope around the bumper and tie the other end around a big tree. Take off and accelerate as fast as you can before getting to the end of the rope. You WILL pull the bumper off the back of the car.
If it's rusted out you can do that just by hooking a trailer to it.
