Did Ford lie about the C-Max Hybrid's MPG or was it the government?
Or whoever tests MPG. If Ford lied about it then I find inconceivable because I've always thought Ford is one of the few honest companies in the game. Why would Ford lie?

Consider that Ford could have estimated the mileage, as all the other manufacturers must do, and reported the wrong figures without doing so intentionally. It has happened to other companies in the past and could be the result of inadvertant error. Not all mistakes come up to the level of outright lies or conspiracies.

What happened was a twofold messup: EPA rules didn't require that similar cars with the same powertrain be tested separately -- they do now -- so Ford sent in the numbers they got from the Fusion hybrid; and EPA admits that hybrids tend to have much more variability than do ordinary cars.
The wise buyer treats all government ratings as guesstimates at best, and is not surprised when they fail to materialize.
