It says far more than having them spend hours stumbling, fumbling, and backpeadling on the allegations.
He's taking the legal and constitutional approach: "If you want to press charges, then come forward. We will hear your testimony
But we won't compel you by force to press charges."
This allows them to protect their private lives. I can't think of a single case were alleged victims have been forced to press charges.
Forcing a supposed "victim" to testify? Pretty cruel.
Ford has one issue and only one issue. Come before congress and testify "under oath". That's the only thing in her face now. Her response… "nah, no thanks".

They've portrayed Hillary Clinton as a child/uranium trafficker, Obama as being a Russian spy, and Christine Ford as a secret agent of George Soros.
