He didn't 'bail them out', he just lifted sanctions. Why? Because the phone company agreed not to sell to North Korea or Iran again and put $400 million as collateral and they are being monitored by the Department of Commerce. If they want to sell to North Korea and Iran regardless, then they're just going to get kicked out immediately anyway and we're going to get $400 million from it.
