IT was old.
It was NOT upgradeable nor in demand
Most of those sold in the last several years of production went to fleets
such as law enforcement and other public agencies.
Not enough demand overall.
Hi like all old fords it was not selling as well.
General public started going to other models which ford needed to keep it going. Police departments also started going to other makes and models. Almost all of the taxi's you see are x police cars bought at auction
The Crown Victoria was the last rear-wheel drive, body-on-frame sedan built by Ford Motor Company. It traced it's frame and suspension back to 1980 Ford LTD sedan. While still popular as a police sedan and taxi cab, civilian sales of the Crown Vic and sisters Mercury Grand Marquis/Lincoln Town Car lagged badly at the start of the new century, and Ford stopped selling to private owners in Canada in 1999. Civilian sales were ended in the USA 2007. The last Crown Victoria was shipped to the Middle East in 2012.
Full sized cars got less popular, people bought more mid-size or large SUVs. It's fuel economy was bringing Ford's CAFE average down. It was pretty outdated from creature comfort standpoint. It never got an infotainment system, you couldn't get heated seats, etc. It was falling behind from a performance standpoint, V6 Avalons, Acuras, even the Bonnevilles with the supercharged V6 or V8, were faster and got better fuel economy. Basically the only demand they had for it were fleet sales, and old people.
Ford kept in production for as long as they did simply because it was cheap to build, the tooling was paid for long before the car was discontinued, and it used mechanical bits like the engine, trans, and axle that were already being mass produced for the F series and econoline vans. Ford didn't have to sell that many of them to turn a decent profit.

- Why Ford uniform rental end up inside trunk of Crown Victoria behind the jack up tools? Why would someone put it and hide them inside my trunk? It's blue one piece clothes which only mechanics wear. Since I brought car from old man years ago, my tire got flat so I went in trunk and go behind the wall to get tools to jack car up and uniform with tiny blanket end up in there. Do they put this in every Crown Victoria when assembling in factory? You won't find it because it was hidden behind tools which you use to change the tire.
