Because he's dead & buried. Plus he'd be 95 years old, if he were alive.

He can be. All he has to do is run, get nominated and win the election.

Recheck your history source. Ford was elected his second term. During his first term as President, he was not elected. He replaced Rockefeller who died as the VP, then replaced Nixon who resigned. He was an elected Congressman and leader of the House Republicans, the minority party. So Ford served 2 terms, but not 2 full terms and could not be President, even if he was alive.

He could have been President again when he was alive, but he lost the 1976 election and didn't run again after that.
