I think he's right.

He is trying to say that you can do anything if you believe in yourself, because if you don't believe in yourself you are not going to give your all and succeed.

In some cases I think it is right, but you know for a fact sometimes no matter what you think it's just not going to be it's not meant to be!

Yeah a professional should be able to judge his her ability. A professional needs to possess professional technical skills and be aware of his/her limit either limited by the training or the regulation. For example, a nurse is not a doctor. Designers as they don't have license can't call themselves architects even if they can do the same thing an architect can do (but this is a positive thing though to make sure of quality).
Knowing all that, a professional's limit is not about what he/she thinks.
But when it comes to challenges, yeah, it's about judging one's true limit of knowledge and experience. Sometimes, one should push the limit and enter deeper water. And just see what would happen. It would be like examination. Even after a lot of study, an exam is still exciting and horrifying.

It would be interesting to know the context. I see this as a way to balance the "any kid can be president" and graduation speeches with "the world is yours" type of flattery. Basically your opinion about your abilities and the strength of your will power doesn't always matter. On one hand, with enough drive a person can make incredible achievements. On the other, there will be situations that are simply beyond a person's intellectual and physical capabilities. We also all run into the fact that time and money are also limited quantities, and we're are all shaped by factors such as birth, education, and quite often, simple luck of being at the right place at the right time. Sometimes a seemingly less qualified person will succeed where others have failed, or a person will create an invention at the exact time that it will be adopted by society.
