Trumpkins: Why has Trump NOT cut entitlements to poor people yet?

I manage an apartment complex for a multi billion dollar corporation that specializes in putting them black welfare queens into "palaces".
As always, we have a 2-3 year waiting list unless you only want a one bedroom. Which is mostly old white widows. I had a lady chat with me this AM. She "hopes she doesn't die before the winter comes" because as a Republican who voted only for Dewey, Ike, Nixon, Goldwater, Nixon (2nd and 3rd time), Ford, Reagan, Bush 41, Dole, Bush 43, McCain and Romney, but not Trump… She d be happy to see (some words you never expected an old lady to use) fired.
Business is good and getting better. We actually had a budget freeze for my property 2013-2015 and a tiny increase in 2016. Since Trump has come in, we ve spent an extra $150,000 in maintenance and improvements to the property. Payroll has also gone up about $20,000 over 2016. In the past, the payroll budget has never gone up $5,000 in a year. It went up $8,000 in 2017 and $12,000 in 2018. We still have an unfilled position since April because our salaries are only slightly over minimum wage for most jobs.
I thought Trump was going to get this "under control"? Could it be that he and other real estate investors make too much money off of housing the poor? While a little trickled down to us, the owners have been doing better than ever!

There would be riots.

Is that entirely a President's call?

He will try to do so with the suggested budget, but Congress will have the final say regarding agreeing to the budget, or shutting down the government.

The answer is… The POTUS is not empowered to cut entitlements. That is a function of budget which is the responsibility of Congress. You're welcome!

For the most part, welfare is out side of the presidents control. The money comes from congress and the programs are controlled by the state. Trump would have to write a law and then get congress to pass the law. Trump can't get congress to do anything.

He already has! He is in the process of making A.H.C. (AKA Obama Care) so expensive that the poor can't afford it.
