One side of the power steering rack line on this 91 Ford Taurus is disconnected. Why, and what to do?

The power steering rack in my Ford Taurus has a metal rack line that is just laying there unconnected on the front left wheel side of the rack and pinion. Did it just pop out a long time ago? It looks like its been laying there unconnected forever. It seems connected fine on the right hand side, next to the bellows.
If I try to plug it back into the fitting for it, will it stay put this time?

If it's apart of the steering and suspension and you just "plug" it back in, it's not staying for long, bouncing and bopping down the road it's going to pop out, it most likely needs to be replaced or has threads for a nut to screw onto after being put back where it belongs.
