My daughter left her cat at home with no gas in it for a week. It's now -11 here. Could she have ruined her car?

No, of course not.

It should be just fine. Worst case scenario is she'll have to jump the battery to charge it up, but that's unlikely if it's only been a week. No gas isn't an issue, if it's totally empty she'll have to add a little gas with a funnel or something, then go to a gas station.

With no gas in tank it will when so cold be hard to start even after putting some in if we have empty fuel lines. If it was simply very low on gas and not actually run out? Then it ought to start as normal. Cars are tested to such extremes when being designed and built by manufacture. Assuming its petrol that is. If its a diesel car then waxing occurs in the fuel lines and filters. Here a warmer fuel is best and for vehicles used in extreme cold condition an engine and fuel warming system are often build in.
if its diesel? Then add one gallon new fuel mixed with 25% petrol. Not more! Or warmed fuel. In extreme conditions it's not unknown for warmth to be applied to fuel tank and lines such as hot water to allow fuel enough to allow flow and starting.
for simple car petrol in cold areas normal fuel will be OK.

Having an empty gas tank won't ruin a car. It will keep it from staring until you put at least 5 gallons of gas in the tank. After putting gas in the tank cycle the key on for ten seconds and then off several times to pressurize the fuel lines.
