You take the return hose off at the reservoir and put the return hose in a gallon milk jug. Then you have someone start the motor while you hold the jug and add 2 bottles of PS fluid to flush the system. The you turn the motor off and reconnect the return hose to the reservoir and add the correct level of PS fluid. Next run the motor and turn the steering wheel lock to lock a dozen times to purge the air from the system. Then have fun cleaning yup the mess!

The best way to do it without all the hassle of removing lines is to find a turkey baster that will fit inside the reservoir and drain as much old fluid as you can. Then, you can refill it with fresh fluid to the proper level. You won't get all the old fluid, but do this a few times and you should be able to replace most of it.

But, I don't see why you need to. It's brake fluid that a occasionally needs changing, as needed. And xmission fluid, engine oil. Sure you don't mean one of these?
The last Taurus I fixed lost all its fluid thru a leaky rack, that's why fluid low, so it caused pump to go out, too. Pumps need a special tool to get pulley off, a cheap one is available at Harbor Freight.
