Can a police officer buy a brand new unmarked police car with out his department's
Do Dodge and Ford sell their unmarked police cars to individual police officers if the officers directly contact Dodge or Ford?
Or do they only sell their unmarked police cars directly to police departments?

You are wrong. Dodge and Ford have their factory equipped Charger and Ford Interceptor (Taurus) models with police packages
A "brand new unmarked" car is the same as the public would buy; they are usually transformed into Police units at a shop
- Why would people buy older foreign cars instead of brand new American cars? I see it all the time, people driving 7-8 year old Mercedes or BMWs that they paid probably paid around $20,000. They could of easily gone out and bought a brand new Ford or Dodge, but they didn't. They bought a Mercedes with over 100k miles. All worn and torn on the inside. But aslong as they're shining on the outside I guess.
