If lights are out on the instrument panel (where the speedometer etc., is located) then you have to remove the instrument panel to gain access to the bulbs for replacement. If the lights are out somewhere else in the dashboard, then you're probably going to have to remove whatever they're lighting up to gain access to the light bulbs to change them as well.
If you can't figure out how to remove a given part without help, don't worry because Youtube is your friend here. With common older vehicles (such as yours) it's very likely someone has already made a detailed step-by-step video showing exactly how to change whatever bulb(s) you're trying to change.

- 99 Ford ranger XLT base model. Park lights, dash lights, and license plates lights out I checked online and realized it was probably a fuse which it is. Fuse 11 in my power distribution box. The problem is I keep replacing at and soon as I turn on my lights it blows instantly. Have replaced it multiple times. So then I looked under my truck and disconnected the wiring to my taillights and replaced the fuse, it worked it didn't blow. Dash lights and license plates lights were on so I figured some where there's a problem with the brake lights. Any suggestions?

I have a 1983 ford ranger, I come on here when I can't find something out about it, The dash lights do not come on and I don't know why everything else works except the dash lights, I don't understand, I haven't checked any fuses yet I will do that tomorrow, but I don't think that is the case since it is wired to the headlights which work perfectly fine, thanks!
