You need a harmonic balancer puller/installer. It's pressed onto the crankshaft
Autozone, Advanced Auto and several auto parts places will rent the tools you need. Sometimes for a security deposit only.
You WON't get it off without using a pulley puller. I told you that last week when you asked about it then.Go to a auto parts and rent one.
It may be tight as hell, or it could be rusted on. As they said, a puller is required.
Harmonic balancer is pressed on to the end of the crank. You need a puller to remove it. Go to the auto parts store and buy or rent one.
You need tool calle a puller, and you might need to pull the grille and radiator to get it done

Sounds like you don't have a puller for the crankshaft pulley. They don't just slide off by hand once the bolt is off.
You likely will notice threaded holes in the pulley. They are for threading bolts to be fed through the ears of a puller that will utilize a center threaded shaft. Said shaft when tightened will apply pressure to the crankshaft at the placement of the now removed center bolt to evenly provide a pulling force to remove it. Any attempts to pry, hammer will fail and be destructive so don't even think about it.
It has an "interference fit", that means it's pressed on. That means that you need a puller to remove it. And you'll need an installer to put it back on. You do NOT install it with a long bolt. You must use a tool.

My 1997 Ranger 2.3 has only a 22 mm hex head bolt holding the harmonic balancer on. The pulley is integral, can't be removed from the balancer. There are no threaded holes inside the balancer to use a ouller on. A gear puller around the OD rear will possibly injure the rubber piece. So how does Ford intend for this harmonic balancer to be removed? -Frustrated Ranger owner!
