They make special pedals for midgets like you. You will need them put in, but its doable.
Yes, you CAN move a bench seat up for a short driver, but NOT if you want to carry a tall passenger. We used to have a car with a bench seat, and when my 5' tall wife wanted to drive, I had a choice of either to sit in the back seat, or sit in front with my knees up under my chin.
And why do you think you can't adjust a bench seat?
