2003 Ford Mustang V6 power steering noisy?
I replaced my power steering pump in my 03 mustang 3.8. The new pump is still as noisy as the old one. I made sure there was no air in the system and the fluid was full. I used mercon v which it calls for. What else could be the issue?
Did you flush the system before replacing the pump to get ll the meta particles out of the lines and rack?

Did you buy a cheap remanufactured PS pump form Rock Auto? They sell cheap chit parts.
I'd put a new pump on and buy it from Advance Auto or the dealer.
It's best to raise the front tires off the ground to help illuminate foaming of the power steering fluid while bleeding the air out of the system. If the fluid foams in the reservoir shut the motor off for 5 to 10 minutes before running the motor again.
Ford has a vacum pump device to purge air out. But find they are sometimes whiny by nature
