Is it possible to tow a canoe or kayak with a dolly/cart?

I'm looking into the logistics of transporting a canoe/kayak with my Ford KA (2002 model) and am wondering if using a dolly (as pictured) is possible and legal (in the UK) to tow with? My car is very small so I'm not keen on using a roof rack, as well as the cost being several times more than the canoe itself, whereas the dolly would only cost around £30. Would instead it be practical to secure the kayak on to a small dolly/cart and tie the front of the kayak to my tow bar. I only intend to travel 15 minutes with it.
