It should run if the water pump is okay.

There might be a number of seals that dried up and the hoses might be rotted, but it should run with proper care before starting it up.

I would think that it would be wise to drain the coolant. Otherwise everything might be sitting in a mild acid for those 10 years.

Pull the belt off the water pump and hand spin it to see if it's still turns smooth and fill it up with coolant.
Then pull the plugs out and crank the engine until you see oil up on the rocker arms through the oil cap.
This step will prevent you from getting a collapsed hydraulic valve lifter before oil has filled the valve lifters,
and also prevent a hydro-lock situation if condensation has built up in the cylinders left with open valves.

It would be the LEAST of your worries. Service the coolant and all the fluids and see if the engine will start FIRST.

If the vehicle was just parked and then sat for 10 years, the engine will likely have more issues than just no coolant.
