My passenger headlight won't work

I have a 2012 Ford Focus SEL, and when I was about to leave work I noticed a light out, so I went to Walmart got a bulb and put it in and it won't work. The wires leading to the lights are getting 7.4 volts on both lights, but my passenger side isn't working. The bulbs work it's just I can't get the light to turn on.

Then the connector has a problem or there's an earth issue.
It should get 12 2v minimum at both lamps

There should be at least battery voltage (12V) on the bulbs when powered on. Check for a bad ground wire or power wire in the circuit. Check for voltage at the ground points. Check for a voltage drop (measuring the voltage at both ends of a wire with the circuit powered) between two connectors. Most of the time, it is a bad ground or a bad connector.

The headlight wiring should have 12 volts going to the high and low beam terminals with the connector removed from the bulb.
You either have a corroded connection in the circuit, a blown head light fuse, or a bad ground connection at the bulb connector.

7.4 VOLTS is low voltage, i'm guessing you have a wire thats partially cut.

7.4 volts is probably the daytime running light voltage. You are doing something wrong in your troubleshooting job.
