A lot of cars do that… The sheet metal is folded in and that fold catches moisture, road salt, etc that then sits there.
It's a good idea to run a water hose up and inside the fender wheel wells every time you wash your car to rinse out all the crud that collects in there. When I do that, I'm still amazed at just how dirty that water run-off can be every time. Rust or brake dust?

- How much does it cost to get rust fixed? I have a '99 Ford Taurus and it has pretty severe rust on the rear wheel wells and rocker panels. The back half of my drivers side rocker panel has even fallen off! Someone told me they might have to cut out the rusted pieces and weld in new metal, but i was wondering about how much this might cost?
