The arrow should be somewhere in the middle of the area marked normal. If it is overheating you should take it in to have the cooling system checked.

The gauge probably isn't calibrated and maybe doesn't even have any numbers on it. If that's the case, it should read at the bottom (in the blue zone) when the engine is cold (regardless of the temperature of the outside air or inside the car). It should read somewhere near the middle once the engine warms up (the exact position isn't important); if the needle doesn't move up then either the gauge, sender unit, or engine thermostat is defective. It's OK if the gauge needle moves up a bit on hot days or when sitting in heavy traffic with the engine running. If the needle moves all the way up into the hot red zone: pull over and find out why, because to continue driving will damage an overheating engine (serious and expensive).

If the gauge has calibrated numbers on it, it should read 182-195 deg.F = 85-91 deg.C during normal operation.

Ideally mid range if using the older 'scale' type instrument. If the newer digital 'blocks' type then 3 - 4 blocks.
