They aren't really in the same class.
The Festiva is a smaller "subcompact" car, and should get better economy, especially for city driving. It will have a 1.3 to 1.6l engine, which is OK for such a small car, especially for city driving.
The Elantra is a "compact" car, with a larger 1.6 to 2.0l engine. It has more power, more space, and is better for open road driving.
Best economy? Festiva

Consumer Reports says the '11 Fiesta has poor reliability, mainly major transmission problems. The Elantra has better than average reliability with no major problems. Of course every used car is different and actual condition is more important than reliability history.
