Under the hood, on the drivers side

Under the dash, passenger side.

If I had to guess, I'd say it doesn't have one. Cabin air filters on 20-year-old American built trucks are kind of a rare thing, BUT if it DID have one, I'd try actually READING the owner's manual that came with the truck to find out how to change it.

The 1999 Expedition didn't have one. The 2nd gen (2003+) models were the first Expeditions to have them.
