Why is it in Minnesota that Window tinting in passenger cars are only allowed 50% (front and rear windows) and that this rule does not apply to SUV, Minivans and Pickup trucks? I

I replaced the GEM Module on my 1998 Ford Expedition because of issues with my wiper, windows, and interior lights (it still cranked). I purchased a GEM module for the same model and year car. I replaced it, connected all of the wires, and now the car will not start. I then thought that it could be an issue with the new GEM module, so I swapped the new with the old GEM module; and the car still will not crank. With the new module the original issues I had now work (wiper, windows, interior lights); now the car won't even turn over. Have any of you experienced this?

Ford Expedition vs Chevrolet Suburban vs Cadillac Escalade vs Lincoln Navigator, which one is better?
I'm hoping it could be something else that could cause the gas gauge not to work.

I have power to everything, but when I turn the key to start the engine, I get nothing. There's a buzzing noise coming from the fuse box under the glove compartment when I turn the key on. I traced the buzzing to fuse #102. This is a 30A maxi fuse for the ignition switch/starter solenoid. When I take this fuse out, the buzzing stops, but I also lose power to the ignition. I replaced this fuse with a spare that is #105, and still get the same problem. What could this be? I'm no car mechanic and I do not know anything about checking voltage. Could this be a simple solution?
I'm not sure what the current mach audio systems specifications are or if the current system will be compatible with the 4 speakers.
If my battery is dead on my ford expedition would the battery from a toyota corolla be strong enough to temporarily replace it? I tried giving my current battery a jump but it is completely gone.
