Look under the fuse box cover for a fuse diagram. If it does not have one, you will need a service manual. The lighter fuse does NOT power the OBD2 port.
Most car manufacturers are smart enough not to use the same circuit as the cigarette lighter for the DLC. Who knows with Ford?! I'd just check every fuse one at a time. If you can't find a bad fuse take the vehicle to an auto parts store and have them read the codes. They do that for free. You may have a cheap POS code reader.
