Can a common person sand, prime and paint their own rear car bumper cover?

I have a bumper cover that is already in excellent shape. However, it is a dark blue. I need it to be black. It has the typical shiny car finish on it.

Is this something that I can sand off, prime and paint myself somehow? It doesn't have to look perfect because the paint on the rest of the car has actually become dull over the time. The reason I'm changing it is because the other one was halfway destroyed when someone ran into the back of the car and shattered half of it. I know how to take it off and put it back on. I found the old one for about $33 at a pull-it-yourself junkyard. There are no visible defects in it.

What would I need?

Added (1). I should also note that this is either an ABS plastic or fiberglass bumper. The part that attaches it to the car is metal. It came off from a 2003 Ford ZX2, but all of the ZX2 bumpers are interchangeable.

2000 ford escort zx2 electrical issues?

This has only happened a few times to me,
and they've been slightly different each time
it does, but I was hoping to get a general
idea of what to look at. I have a 2000 ford
escort zx2 automatic with 150000 miles on
it. I bought it about four months ago, and the
previous owner had let it sit in the garage for
two years. I replaced the battery and had the
alternator checked, and had the oil pan
replaced after it cracked and had the oil
changed. The first time was I was on the
express way using cruise control, I tapped
my brake to turn off cruise control and all my
interior electronics shut off for less than a
second and came back on. The second time
was I slowed to turn into a parking spot and
my engine shut off, not sputtered or
anything, just shut off, along with all the
electronics. The third time was I was exiting
the express way and as I pressed the brake
to slow to a stop, my electronics(radio, AC,
dash lights) all shut off for a second, then a
low fuel signal showed for a second and
they all came back on. This same thing
happened two more times while in park
when I pressed the brake before I planned to
shift into reverse, but hadn't touched the
stick yet. It has only shut off the engine
once, but it's still concerning. Any ideas
would be appreciated. This morning it
wouldn't start, I had it jumped and it ran to
work, but the brake lights stayed on after I
shut it off, had to unplug the battery.

1998 ford escort brake lights stuck on?

My brake lights will only turn off if I keep steady pressure under the pedal. I've read into it and I keep hearing that in probably being to replace a rubber stopper. But I've looked and it is still there and not visually broken.
