Could a Ford Kuga be imported to the United States because it is substantially similar to the Ford Escape?

The second generation European domestic market Ford Kuga is very similar to the third generation US domestic market Ford Escape. They are essentially the same vehicle, the only difference being that the Kuga has more engine and transmission options. Could a EDM Kuga be legally imported into the United States using the US Department of Transportations "substantially similar" clause?

A diesel powered one would be a no-go because of emissions. A gasoline/petrol powered one would be a much safer bet because those engines are the same ones that are offered on the US spec model.
