2001 ford crown Victoria lock is stuck?

When I hit the unlock or lock button the passenger side door doesn't unlock or lock. I hear it trying to lock or unlock but it seams like its stuck so it can't be the actuator motor. I always have to lock and unlock it by hand. What could the problem be?
It's a Ford, that's the problem.

The locking mechanism rod is probably not on right. Take the cover off the door and locate that bar which should be easily seen. There's some clips either attached to the car or to another rod where the locking rod should be clipped on.
