Clean it up. Trash the old hose, get a new PCV valve for it, and they sell that hose on the spool by the foot at the parts store. The oil has rotted the hose and it will leak until you replace it. Tape will never stick to an oily mess.

I use duct tape for things like that. It's stickier and it's wider than electrical tape.

This is a vacuum hose, so the electrical tape should just sit there and (hopefully) plug the leak.

It will be okay with electrical tape. RTV Red sealant might be a better idea, though. RTV will last longer since that area gets hot enough to melt the adhesive on electrical tape, but not the tape itself.

It is a vacuum hose. What i see is evidence of an older valve that was due to be replaced. Do that and clean up the area. The grommet may be due to be replaced also.

It's a vacuum related hose so tape will work for awhile. If it was a fuel or coolant hose that would be under pressure it would be a definite NO.
